What should a business marketing plan consist of?

The first thing anybody wishing to put together a marketing plan should do is understand their market.  You should also be very clear on a few basics before you get underway. These should be your time frame – how long are you willing to spend on this plan? Design your plan in consistence with how you will wish to measure your results.
